I honestly think that what the boyfriend did warrants a possible grooming case under the sex crimes laws. Definitely should have reported it to the school. I do believe there is a statute that under federal law covers at a minimum the universities and colleges around the United States. I think from my understanding the gents would have been expelled, lost financial aide opportunities and such.
