Jails and prisons aren’t designed and are generally understaffed to deal with the mentally ill in a way that’s effective. We dealt with severely mentally ill at times. I remember one that was so far gone coming in the door myself and the other command staff discussed options. To keep her alive until they could get her to a mental facility with DHS…we literally had to cross some lines and break certain rules. Not in an inhumane way, but definitely outside the established rule book. The mentally ill end up becoming a gray area that it seems nobody really wants to deal with. Jails in Illinois have had to sue DHS to get patients ruled unfit for trial moved to facilities. It’s a strange world.
