SWAT and Scorpion are two different instances. Swat guys are trained differently and have a different reason for existing. Those guys with SCORPION were let run amuck. The guys from Swat might need to be less callous or more sensitive, but those guys in Memphis were flat out being criminal. They profiled the kid, made up an excuse, to pull him over, and then got pissy when he got away and decided they were going to delve out a beatdown like a bunch of thugs.

Honestly, the mentality in law enforcement focuses on the need for being "bad ass" or tough. That's where phrases like "Happy hunting" come into play. I don't disagree it could be a red flag, but the reason the guy got 2 days off was because it was what it was, poorly chosen words.
