This may come as a shock, but to answer one of your questions, yes. It is a part of training to always shoot to kill. I've been to training in my region, bigger areas, and a specialty base for combat style firearms. It's drilled into cops heads that if they're using a firearm they shoot to kill, not wound. That's because a wounded man can still be a threat. The instance I was referring to earlier, where cops got hurt worse than the bad guy, the badguy got shot four times and was still going. It's an illustration of why cops are taught to shoot that way, to kill.

Some of the shootings I've seen and can recall were so brazenly anger based that every cop I ever watched them with, or heard talk about them with, knew the officer in the video was going to prison. The one you illustrated is the same. (Shot in the head) He's going to go to prison. It's just a matter of time and a trial.

I've been through two rounds of what's known as the forty hour class, advanced weapons training, and adrenaline scenario training. I've developed a lot of my opinions the same way the public does, seeing things that have happened. I'm happy to share insights with people, especially as there aren't many that will share honest ones against their brothers in uniform.
