This won't change until people look at from the right perspective. Mental health makes people do crazy things, but, short of locking them away forever, there's no guarantee that a bi polar schizophrenic will take their meds and follow doctors orders. I have a friend who suffered mental health issues. When medicated and supported she was fine, then one day it all fell apart. Nobody sees it coming because sometimes you can't.

Even with Medicaid to get them help, we can't force people into treatment until they've done something bad enough a judge confines them. That's usually after someone gets hurt or things are so bad that nothing else makes sense.
